
Even though some things may seem like commonsense, there are still government laws in place to ensure that there is no misunderstanding as to what is considered acceptable behavior and what is not. For that reason, we have rules that prohibit drinking and driving and in some countries, there are now new laws being adopted to make it a violation to use a cell phone while driving a car.
For the bike, do we really need a rule that states no reading text books or your favorite novel while riding on the bike?
